　文中的irregular recruitment即是违规招聘，irregular有“不规则的，不合法的，不合规矩的”意思。事业单位我们可以说成“publicly supported institution”或者“public institution”。之前网上流行的“萝卜招聘”一词也是讽刺有些地方招聘公务员采取量身定做(tailor made)的办法，萝卜招聘我们可以说成slated recruitment或者tailor-made recruitment。
