seek procurement tenders 招标采购

国办近日印发《建立和规范政府办基层医疗卫生机构基本药物采购机制的指导意见》，就基本药物采购机制进行规范。在如何保证降低药价的问题上，国务院医改办有关负责人称，原则上，基本药物集中采购价不得高于市场实际购销价格。

Provincial-level platforms for the centralized procurement of essential drugs would be established to seek procurement tenders from producers, said a statement on the official website of China's central government.

中国政府网的一份声明表示，将以省为单位建立基本药物集中采购平台，向生产商进行招标采购。

在上面的报道中，seek procurement tenders就是“招标采购”。Procurement的意思是“采购，购买”，一般指的是为政府或机构进行的采购。Tender在这里的意思是“投标”，也可以用bid来表示。

投标（submission of tender）是和招标（seek tenders）相对的概念，它是指投标人应招标人的邀请或投标人满足招标人最低资质要求而主动申请，按照招标的要求和条件，在规定的时间内向招标人递价，争取中标的行为。

招标是指招标人（买方）发出招标通知，说明采购的商品名称、规格、数量及其他条件，邀请投标人（卖方）在规定的时间、地点按照一定的程序进行投标的行为。“招标”也可以用invite bids/tenders或call for tenders来表示。

出台这一规范是为了更好地解决essential drugs（基本药物）的centralized procurement（集中采购）过程中出现的问题。实施essential medicines system（基本药物制度）可以降低某些prescription drugs（处方药）的价格。
