我国将对中小学校园欺凌开展专项治理

China's education authorities have launched a campaign to curb school bullying.

为遏制校园欺凌，我国教育主管部门近日对此开展专项治理行动。

The campaign will last until December and targets elementary, middle and secondary vocational schools nationwide, according to a circular issued by the education supervision committee under the State Council.

根据国务院教育督导委员会发布的通知指出，此次专项治理行动将持续至12月，覆盖全国中小学校和中等职业学校。

The campaign will focus on legal and mental health education for students. Police and judicial staff will be invited to schools, sources with the Ministry of Education said last Monday.

本次行动集中对学生开展法制和心理健康教育。教育部消息人士上周一透露，警察和司法人员将被邀请到校园中去。

The circular defines bullying as physical or verbal abuse, or abuse online.

该通知将那些通过肢体、语言及网络实施欺负、侮辱的行为定义为校园欺凌。

Schools are asked to improve measures for preventing and handling bullying and establish an emergency plan for serious incidents. They should operate a hotline for reporting bullying and report to police any cases involving crimes.

该通知要求学校完善防范和处理校园欺凌的措施，针对严重事件建立应急处置预案。学校还应设立校园欺凌举报热线，涉嫌违法犯罪的，要向公安部门报案。

There have been frequent media reports on school bullying in recent years. In late April, a video went viral showing a schoolgirl being slapped more than 30 times by a group of older girls. Police detained some of the perpetrators.

近几年来，校园欺凌行为频繁被媒体报道。在四月下旬，一个女生被一群年长的女孩儿抽了30多记耳光的视频在网上疯传。随后警方拘留了一些肇事者。

Last year, a boy in a junior high school jumped from the fourth floor of a teaching building in a suicide attempt as he "just could not tolerate a life of being bullied everyday any longer," according to China Central Television.

据中央电视台报道，去年，一名初中男生从教学楼的四层跳了下去，寻求自杀。因为他再也不能忍受每天被欺负的生活了。
