卡梅伦限制欧盟移民计划遭反对

David Cameron has been warned by two of his closest allies that they would oppose any British attempt to restrict Europe’s rules on free movement of workers, in a further blow to the prime minister’s plans to limit immigration.

Mr Cameron, who flies to Helsinki today for talks with Nordic and Baltic leaders, faces warnings from his Finnish host that free movement of workers is a “holy” principle, while there is “meagre” support for major EU treaty reform. Alexander Stubb, Finland’s Anglophile prime minister, said he wanted to help Mr Cameron but there were lines that even his closest allies would not cross in an EU renegotiation.

Stefan Löfven, Sweden’s new centre-left prime minister, also criticised Mr Cameron’s call for limits to free movement, amid suggestions that the prime minister was considering a system of quotas.

瑞典新任中左首相斯蒂凡•洛芬(Stefan Löfven)也批评了卡梅伦限制迁徙自由的呼吁。目前有人提出,英国首相正考虑建立一套配额制度。

Mr Löfven said: “It’s not much of an internal market if we develop a market together and then one or two countries say we want to change this. We might have other things we want to change.”

It was reported last weekend that German chancellor Angela Merkel would consider Britain leaving the EU rather than change free movement rules.

Jean-Claude Juncker, the European Commission president, said yesterday: “I don’t have a problem with David Cameron. He has a problem with the other prime ministers.”

欧盟委员会(European Commission)主席让-克洛德•容克(Jean-Claude Juncker)昨天表示:“我和戴维•卡梅伦之间没有问题。他是和其他成员国的总理之间存在问题。”

Mr Cameron insisted in the Commons that he had a plan: “We want to sort out safeguards for the single market, we want to get out of ever closer union, we want immigration reform.” He will be among fellow liberal European leaders for a two-day Northern Future Forum meeting, discussing free trade, deregulation and tackling climate change. But Mr Stubb said: “We need to understand what the UK wants and the UK needs to learn where are the limits of other member states.” He regarded the EU’s principles of free movement of goods, money, services and people as “holy”.

“Whether some kind of arrangement can be found, I don’t know,” he said. “But to start putting restrictions on free movement in one way or another I would find quite difficult.”

Mr Stubb said that European leaders might be able to accommodate some of Mr Cameron’s other demands through legal opt-outs, but he backed Ms Merkel’s opposition to major treaty reform.

斯图布表示,欧盟领导人也许能通过合法的退出安排,接纳卡梅伦部分其他要求,不过他支持默克尔反对对欧盟条约进行重大改革的立场。
