朝鲜下令全民进入备战状态

The North Korean government last week ordered its citizens and troops to be ready for combat, a defectors group said Tuesday.

朝鲜逃亡者团体North Korea Intellectual Solidarity周二透露，朝鲜政府已在上周要求平民及士兵做好战争准备。

The order was given on a closed-circuit cable radio system that is maintained by the government and is difficult for outsiders to monitor, said Hyun In-hye, a secretary-general at North Korea Intellectual Solidarity, a group of defectors in South Korea.

该组织秘书长Hyun In-hye说，政府是通过闭路电台下达的这一指令，该广播系统为政府所有，难以为外界所监控。

The group is in regular contact with people in North Korea, Hyun said.

Hyun说自己的团体经常与朝鲜人民进行联络。

The message on the closed-circuit radio blamed South Korea for the recent sinking of a South Korean ship, Hyun said. North Korea has blamed South Korea in its state media reports that are aimed at external audiences.

Hyun说，闭路电台传递出的信息围绕近期天安舰(Cheonan)沉没一事对韩国大加指责。朝鲜已在针对外国受众的国有媒体上对韩国进行了抨击。

The North Korean government routinely tells citizens that the country is under threat from South Korea, the U.S. and Japan. But tensions are heightened after the sinking of the Cheonan warship on March 26, killing 46 South Korean sailors.

朝鲜政府一如既往地告诉民众国家受到了来自韩国、美国和日本的威胁。但在天安舰沉没、46名韩国水兵丧生之后，朝鲜和外界的紧张关系加剧。

Last week, South Korean investigators revealed parts of a North Korean torpedo that they said sank the ship. And on Monday, South Korea announced a series of penalties, including a trade cutoff, on North Korea.

Hyun said North Koreans were told in last week's message: 'We don't want a war but we should accomplish unification and that is an order from Chairman Kim.'
