据新华社周三报道，北京公布新计划，允许无房家庭在租住地入学。

access to schools是上学。
周三，北京市教委（Beijing Education Commission）发布2018年义务教育阶段入学工作意见。意见中指出本市户籍（a permanent resident of the city）无房家庭，其适龄子女（school-age child）可在租住地入学。
市教委副巡视员冯洪荣表示，此举的目的是，在孩子教育方面（children's education），为无房年轻人（young people who don't have their own house）提供更多选择。
适用这项规定的是本市户籍（permanent residence）无房家庭，长期在非户籍所在区（district）工作、居住，符合夫妻一方（one of the parents）在该区合法稳定就业3年以上等条件。
另外，今年北京市教委还将严肃查处校外培训机构（after-school education organizations）组织中小学生等级考试及竞赛、将培训结果与中小学校（primary and secondary schools）招生（enroll students）入学挂钩等行为。
《中国义务教育法》（China's Law on Compulsory Education）规定，地方各级人民政府应当保障适龄儿童、少年（adolescents）在户籍所在地学校就近入学（access to education in schools where their permanent residence is registered）。
