为防止棉花价格大起大落，发改委日前披露，根据《2011年度棉花临时收储预案》相关规定，经有关部门批准，中储棉总公司于9月8日启动了棉花临时收储。

The purchase will apply to the country's 13 major cotton production regions including Xinjiang Uygur autonomous region when spot prices of newly produced cotton are below the purchase price.

在新产棉花的现货价格低于收购价格时，国家将向包括新疆维吾尔族自治区在内的13个主要产棉区收储棉花。

上文报道中的spot prices就是“现货价格”，是指商品在现货交易中的成交价格。在商品交易中，卖方出价叫做selling price，而买方提出的购买价格则为buying/bid price。国家此次的temporary cotton reserve（棉花临时收储）对象是13个major cotton production regions（主要产棉区）。国家收储棉花的目的是stabilize cotton production（稳定棉花生产）和 protect farmers' interests（保护农民利益），防止big price fluctuations（价格大起大落）带来的production volatility（生产波动）。

棉花价格的涨落直接影响到服装的价格，去年商店里的ready-to-wear（成衣）价格上涨很大一部分原因是棉花价格的上涨，但今年棉花价格有所下降，autumn clothing（秋装）的价格却有超过10%的上涨，更多的原因不是raw materials（原材料），而是commodity price（物价）与工人工资的提升。
