芬兰叫停全民免费发钱的试验

Europe's first national government-backed experiment in giving citizens free cash will end next year.

欧洲首个受中央政府支持的、给公民免费发钱的实验将于明年终止。

Since January 2017, a random sample of 2,000 unemployed people aged 25 to 58 have been paid a monthly 560 euros, with no requirement to seek or accept employment.

自2017年1月开始,芬兰政府随机选择了2000名25岁至58岁的失业公民,每月向他们支付560欧元,不要求受试者寻找或接受工作。

Any recipients who took a job continued to receive the same amount.

即便此后找到工作,受试者收到的这部分钱也一分不少。

芬兰叫停全民免费发钱的试验

The scheme was aimed primarily at seeing whether a guaranteed income might incentivize people to take up paid work by smoothing out gaps in the welfare system.

这项实验的主要目的是想看看在保证收入的前提下,能否通过消除福利体系中的差距来激励民众找到有偿工作。

The government has now turned down a request for extra funding from the Finnish social security agency, and said the payments will end next January.

目前芬兰政府已拒绝芬兰社保局的增资请求,并表示将于明年1月起停止发放这种福利金。

It has also introduced legislation making some benefits for unemployed people contingent on taking training or working at least 18 hours in three months.

同时芬兰政府立法规定,失业者只有在3个月内培训或工作至少18小时,才能领取一定福利。
