美国威胁退出联合国人权理事会

Nikki Haley, US ambassador to the UN, is expected to criticise the UN Human Rights Council on Tuesday, citing the inclusion of human rights abusers among its membership and claiming it has an institutional bias against Israel.

美国驻联合国大使尼基?黑利(Nikki Haley)预计将在周二对联合国人权理事会(UN Human Rights Council)提出批评。她会提到该理事会把侵犯人权的国家接纳为成员国,并声称该理事会对以色列存在制度上的偏见。

Ahead of the first US address to the Geneva-based body since it was established, Ms Haley said the US would decide its membership status after seeing “if they’re really serious about human rights or not”.

这将是自这家总部设在日内瓦的机构成立以来,美国驻联合国大使首次在其会议上发表讲话。黑利在这次讲话之前表示,美国将在考察“他们是否真的严肃对待人权”后决定本国是否留在该理事会内。

“How can you have a human rights council that has Venezuela and Cuba on it, it just doesn’t make sense,” Ms Haley told Fox News ahead of her trip, saying the two countries use their membership to deliberately block discussion of abuses at home.

But critics and human rights groups accuse the Trump administration of being similarly soft on human rights abusers, citing US president Donald Trump’s praise for authoritarian leaders such as Rodrigo Duterte of the Philippines and Recep Tayyip Erdogan of Turkey.

不过,批评人士和人权组织指责特朗普(Trump)政府对侵犯人权的国家的态度也没强硬到哪去。他们提到了美国总统唐纳德?特朗普(Donald Trump)对菲律宾的罗德里戈?杜特尔特(Rodrigo Duterte)和土耳其的雷杰普?塔伊普?埃尔多安(Recep Tayyip Erdogan)等威权领导人的溢美之词。

The new administration has approved previously blocked arms sales to countries accused of rights violations and appears to downplay the role of human rights in determining foreign policy.

美国政府此前曾禁止向被控侵犯人权的国家出售武器,但新政府上台后已批准了这些军售交易,而且在确定外交政策时似乎不再那么注重人权因素。
