刷单删差评违法！最高可罚200万
全国人大常委会4日表决通过新修订的反不正当竞争法。惩治刷单和虚假宣传将有法可依，“网络水军”等不法经营者将受到严厉的处罚。除了对经营者自己产品的虚假宣传外，帮助他人进行刷单、炒信、删除差评、虚构交易、虚假荣誉等行为，也将受到严厉查处。“双十一”期间，剁手党们终于可以愉快地购物了！
刷单炒信最高可罚两百万
几元钱能买一条好评，一两千元能升一颗钻，一些网络平台通过组织虚假交易等方式，刷单几乎成为一条暴利产业链。
新法第8条规定，经营者不得对其商品的性能、功能、质量、销售状况、用户评价、曾获荣誉等作虚假或者引人误解的商业宣传，欺骗、误导消费者。经营者不得通过组织虚假交易等方式，帮助其他经营者进行虚假或者引人误解的商业宣传。
根据新法，存在上述两种行为，由监督检查部门责令停止违法行为，处二十万元以上一百万元以下的罚款；情节严重的，处一百万元以上二百万元以下的罚款，可以吊销营业执照。

规制互联网不正当竞争成亮点
很多人遇到这样的烦恼：网上点击一个链接后，马上跳转到另外一个毫不相关的页面，甚至可能染上病毒；进入一个浏览器，必须要下载指定软件，不知不觉间电脑上装了一大堆类似软件，运行速度越来越慢。这种行为是否构成不正当竞争？
新修订的反不正当竞争法在第十二条中，增加了利用互联网技术实施不正当竞争的条款，列举了几种利用网络从事生产经营不得实施的行为。
"Proper online market competition is one of the highlights of the revision," said Yang Hongcan, director of the division of anti-monopoly and anti-unfair competition law enforcement with the State Administration for Industry and Commerce.

The law states that e-commerce operators should neither deceive nor mislead consumers by faking sales volume or user comments.

"Operators shall not fabricate transactions to help others in commercial promotions," the revision says.

The new law aims to clean up China's internet shopping websites just before Singles Day - the country's busiest online shopping day of the year.
