【辨析讲解】

前期我们说到了agree to 后面接的是计划，建议或者是提议，这个句子同意的是提议，那么用agree to是正确的。但是我们要注意语境，句中是权利机关对某项计划，措施，行动，方法的同意，就不能用agree这个词，应该用approve这个词，意思是批准通过。Agree是用于同级的人或机构之间经过讨论协商取得一致意见。
