Mitt Romney will say that "now is the time to restore the Promise of America" in a GOP acceptance speech that criticizes President Barack Obama's performance on the economy while promising to deliver 12 million new jobs and unify a divided country.

Mr. Romney's speech to a national television audience was to mark the culmination of an effort, nearly seven years long, to convince Republicans that he is sufficiently conservative to represent his party and that he can win over voters this fall with an appeal based on his competency, if not personal charm.

"Many Americans have given up on this president but they haven't ever thought about giving up," Mr. Romney was expected to say, according to speech excerpts. "Not on themselves. Not on each other. And not on America."

What is needed now "is not complicated or profound," Mr. Romney planned to say. "What America needs is jobs. Lots of jobs."

Mr. Romney, a former privateequity firm executive, was expected to lay out a 5step program for achieving his goal of 12 million jobs.

Mr. Romney's campaign is trying to change the opinions like those in an August Wall Street Journal/NBC News poll, which found that 44% of voters hold a negative image of Mr. Romney, compared to 38% who saw him in a positive light.
